ABSTRAK
Bantuan Langsung Tunai (BLT) merupakan salah satu bantuan yang disalurkan pemerintah dengan tujuan untuk mengurangi dampak ekonomi akibat adanya COVID-19. Pengalokasian dana BLT diatur oleh pihak pemerintah desa. Berdasarkan hasil kuesioner terhadap 32 responden yang merupakan masyarakat desa Minanga, 43,75% responden setuju dengan pernyataan bahwa pengalokasian dana BLT di desa Minanga sudah tepat sasaran. Namun terdapat 25% yang kurang setuju dan 31,25% ragu-ragu/tidak tahu. Hal ini dikarenakan ada beberapa masyarakat yang menilai bahwa dirinya layak menjadi penerima BLT. Karena itu cara manual dalam penentuan penerima BLT ini dinilai kurang efektif karena menimbulkan penafsiran yang berbeda antara tim/pemerintah dengan masyarakat terhadap penentuan akhir penerima BLT. Sistem Pendukung Keputusan dengan penerapan metode Simple Multi Attribute Rating Technique (SMART) merupakan solusi dari permasalahan yang telah di uraikan di atas. Dengan adanya sistem ini pemerintah desa dapat melakukan proses pengambilan keputusan melalui website tersebut berdasarkan data dan angka sehingga di peroleh hasil keputusan yang valid guna menjawab keluhan masyarakat yang menilai pengalokasian BLT belum tepat sasaran. Penerapan metode SMART dalam penentuan penerima BLT ini telah mampu menentukan penerima BLT melalui website berdasarkan kriteria yang telah ditentukan.

ABSTRACT
Direct Cash Assistance (DCA) is one of the assistance distributed by the government with the aim of reducing the economic impact due to COVID-19. The allocation of DCA funds is regulated by the village government. Based on results of a questionnaire on 32 respondents who were members of the Minanga village community, 43.75% of the respondents agreed with the statement that the allocation of DCA funds in Minanga village was on target. However, there were 25% who disagreed and 31.25% were unsure/don't know. This is because there are some people who consider themselves worthy of being DCA recipients. Because of this, the manual method of determining DCA recipients was considered less effective because it led to different interpretations between the team/government and the community regarding the final determination of DCA recipients. The Decision Support System with the application of the Simple Multi Attribute Rating Technique (SMART) method is a solution to the problems described above. With this system, the village government can carry out a decision-making process through the website based on data and figures so that valid decision results are obtained to answer community complaints that the DCA allocation is not on target. The application of the SMART method in determining DCA beneficiaries has been able to determine DCA beneficiaries through the website based on predetermined criteria.
